UCPS — The Living Laboratory

At the heart of New Cities California, Point Sur stands UCPS, the University of California at Point Sur, conceived not as a traditional university, but as the world’s first fully integrated Living Laboratory. Here, the city itself becomes the classroom, the laboratory, and the proving ground where research, education, governance, technology, architecture, ecology, and human experience evolve together in real time.

Every building, landscape, transportation system, energy network, ecological restoration project, and civic institution becomes both a functioning public resource and an ongoing research platform. Students, scientists, entrepreneurs, policy makers, engineers, artists, physicians, environmental specialists, and residents collaborate in testing, measuring, refining, and advancing the systems that define a flourishing civilization. Rather than studying yesterday’s solutions, UCPS develops tomorrow’s.

Its mission extends beyond scientific discovery. UCPS seeks to understand how humanity can live more intelligently, sustainably, creatively, and peacefully within rapidly changing technological and environmental realities. Artificial intelligence, robotics, biotechnology, advanced manufacturing, renewable resources, nuclear microreactors, architecture, psychology, governance, economics, education, and environmental restoration are integrated into a single interdisciplinary framework where innovation is continuously evaluated against human well being and ecological responsibility. Living laboratories have increasingly demonstrated the value of testing technologies and policies under real world conditions, bringing researchers, citizens, industry, and government together to accelerate practical innovation. UCPS also serves as the policy and planning center for New Cities, providing objective research that informs local, state, national, and international decision making. Every success, every failure, every lesson learned contributes to an expanding body of knowledge shared openly with governments, universities, industries, and communities throughout the world.

Point Sur is only the beginning. As additional New Cities emerge across California and eventually throughout the nation, each will establish its own Living Laboratory, connected through a collaborative research network that continuously exchanges discoveries, data, and best practices. Together they become a distributed university for civilization itself, accelerating progress while preserving the unique environmental, cultural, and economic character of every region.UCPS is therefore far more than a university. It is the intellectual heart of New Cities, the engine of continuous improvement, and the institutional bridge between imagination and implementation, ensuring that every New City becomes wiser, more resilient, and more humane with each passing generation.
